The Corporate Financial Controller [Controller] at BMCHP is responsible for oversight of all aspects of the Finance Department processes and systems, ensuring the financial position of the Plan is properly reflected in accordance with Generally Accepted Accounting Principles and Statutory Accounting Principles. The Controller monitors the Finance Department policies and procedures and recommends improvements. Other core responsibilities include consulting with the Senior Management team on Accounting or Finance matters, participating in the establishment and implementation of major Plan goals and objectives, and serving as a resource in all aspects of accounting, financial and regulatory reporting including reporting to Mass Health, Commonwealth Connector Authority, State of New Hampshire DHHS, Division of Insurance, and Attorney General s Office. The Controller is responsible for ensuring accurate internal and external recording and reporting of financial transactions, oversight of the budgeting, reforecasting, general ledger, accounts payable, accounts receivable, and fixed asset management functions, driving of the budget variance analysis, benchmarking data for departmental and corporate efficiencies, and ensuring Finance activities are accurate, timely, in accordance with established legal, regulatory (Model Audit Rule), and Plan procedures, and quality standards.Key Functions/Responsibilities: Plans, develops and implements effective accounting strategies, policies and procedures in accordance with evolving regulations, legal and governmental requirements and industry trends. Completes related reports and analyses. Maintains positive business relationships with outside entities and with Boston Medical Center. Develops and implements financial information and control systems, including general ledger, budgeting and other subsystems (ie, cost accounting/cost allocations) which have an impact on the reported financial results. Prepares, controls and monitors various departmental operating expense budgets Conducts analyses of departmental and area operations as requested by Senior Management, including cost/benefit analyses, ratio and trend analyses and other comparative trend analyses. Conducts analyses of Plan s outside actuary s reports on projected ultimate claims expense and related claims incurred but not reported ( IBNR ) reserves. Develops and monitors effective internal controls for the Finance division and the Plan as a whole. Meets Model Audit Rule requirements of NAIC for statutory reporting purposes. Monitors Plan cash flow and banking relationships, including weekly claims check runs to providers and vendors. Optimizes reserve portfolio to meet entity s short and long term cash flow needs. Coordinates with Boston Medical Center s (BMC) Finance department to ascertain that appropriate BMC polices and procedures are being adhered to where applicable. Interfaces with the Information Technology department in the development and implementation of efficient systems consistent with new software applications. Manages Finance staff including maintenance of appropriate staffing levels and, ensuring optimal performance. Regular and reliable attendance is an essential function of the position. Supervision Exercised: Supervises 10-15 staff.Supervision Received: General supervision is received weekly from Chief Financial Officer.Qualifications:Education: Bachelor s degree in Accounting, Business or a related field is required. Certified Public Accountant.Preferred/Desirable: Master s Degree in Business Administration, Economics, or Finance preferred.Experience: 12 or more years of Finance experience including 8 or more years in a supervisory capacity. Healthcare experience (including Managed Care) with both GAAP and Statutory reporting experience mandatory.Certification or Conditions of Employment: CPA certification.
